In Islamabad, the government is thinking about protecting civil servants and government workers protection, like Conib, from unfair harassment to help them make decisions.
A government source with good information said they are considering adding new rules to protect government workers when they make decisions. The idea is that the government should stand by these civil servants until a court finds them guilty of doing something wrong. Some banks and organizations have already started doing this.
When government workers make decisions, they don’t want to be scared by anti-corruption agencies like NAB, these government workers protection must be ensured . This is one reason why officials hesitate to approve things. NAB has had some controversial actions in the past, which makes civil workers and public officials nervous about making decisions in favor of certain issues.
Army Chief General Asim Munir recently encouraged civilian leaders to make decisions without worrying about unnecessary trouble from the bureaucracy. He said that sometimes people make decisions with good intentions, but the results don’t turn out as expected, and that shouldn’t be a reason to take action against them.
Meanwhile, the current management of NAB is being more careful about starting unnecessary investigations against government workers. They have been telling regional NAB offices not to act the way they used to.
Interestingly, one NAB official, based on his experience, believes that NAB should be abolished because it has caused a lot of damage to Pakistan by frightening the civil bureaucracy and the business community.
Various governments have admitted that civil servants have stopped making decisions because of NAB. NAB has arrested public servants, including federal secretaries, with weak evidence. Even members of the caretaker government, like Fawad Hasan Fawad and Ahad Cheema, were arrested by NAB. They were well-respected civil servants, but NAB arrested them for political reasons.
Many other bureaucrats were also put in prison for months or even years without strong evidence of corruption. Former Prime Minister Imran Khan has talked about how NAB harasses the bureaucracy and the business community, but he has also used NAB against his political rivals.
A government official says that the Army Chief has given reassurance to civil servants, but the bureaucracy won’t regain confidence unless some necessary changes are made.
